According to multiple sources, a proposal by the Cyberspace Solarium Commission to create a national cybersecurity director in the White House has been included in the must-pass National Defense Authorization Act (NDAA). Unlike the previous cyber czar position which Donald Trump eliminated, the position envisioned under the NDAA would be independent of, rather than under, the National Security Council. Among other Solarium Commission recommendations included in the NDAA is giving subpoena power to the Cybersecurity and Infrastructure Security Agency (CISA) to track down critical infrastructure providers through ISPs in cases of suspected vulnerabilities.
