President Joe Biden told Russian President Vladimir Putin at their summit that the 16 critical infrastructure sectors defined by the U.S. government should be "off-limits" to cyber-attacks and agreed to start talks around cybersecurity.
Raising the threat of a U.S. counterstrike against Russia in the event further damaging cyber intrusions and Russian-sanctioned ransomware attacks occur, Biden vowed to take action against any Russian cyberattacks.
