If Russia invades Ukraine, the Biden administration is threatening to use a novel export control known as the foreign direct product rule to damage strategic Russian industries, such as artificial intelligence, quantum computing, and civilian aerospace.
Use of this rule, which contributed to Chinese telecom tech giant Huawei’s first-ever annual revenue drop, could potentially deprive Russian citizens of some smartphones, tablets, and video game consoles, officials say. These devices all rely on semiconductors almost always made with U.S. tools or designed with U.S. software.
