Given the recent major supply chain hacks by Russia and China that went undetected by American intelligence agencies, the Biden administration seeks to overhaul the nation’s cyberdefenses by combining traditional intelligence collection with the talents of private-sector firms.
Separately, sources suggest that Chinese hackers got early wind of the Exchange flaws by receiving early word that Microsoft was testing a patch. These groups may have been tipped off from a leak via an early alert program known as the Microsoft Active Protections Program, which includes 10 Chinese firms. (David E. Sanger, Julian E.
