The Biden Administration announced today an executive order that contains many measures against Russia, including a series of financial sanctions against Russian hackers and companies, for the massive SolarWinds breach discovered by FireEye last December. Other reasons for the punitive actions include Russian bounties placed on the heads of U.S. soldiers in Afghanistan and the country’s years-long effort to meddle in U.S. elections.
Among the measures is the expulsion of Russian diplomats from the U.S. and sanctions that cut deeper than those imposed by President Obama as he left office, such as restrictions on sovereign debt that can affect a nation’s ability to raise dollar-denominated bonds.
